I will be using Photoshop Elements 5.0 for this tutorial...

You will learn the following Transition:

Create a gradient of Lime Green on top of hot pink. Click on your Gradient tool and stroke once vertically down the middle of the picture

Duplicate your base layer. Now go to Filter > Distort > Ripple and press OK. Now take your erase tool and a feathered/faded default brush (the same kind you use to make glow effects) and erase the person in the middle of the picture. Leave the background rippled.
