Duplicate your main layer and go to Filter > Distort > Ocean Ripple and set both your Ripple Size and Ripple Magnitude to size 9. Erase the parts that you don't want to have this effect. I erased everything but the background. Layer > New Layer and fill it with color #d1f7ff and set to Overlay 68%

Layer > New Layer then Layer > New Adjustment Layer > Photo Filter and choose Deep Yellow

Layer > New Layer and fill it with color #edc2ff then set your layer to Overlay 62%

Layer > New Layer and fill it with color #06ff00 and set it to Overlay 23%
